UPDATE February 11, 2010-View the After Action Review of this incident prepared by Captain Scott Terry. On Tuesday, January 19, 2010, at approximately 7:44 p.m., the Teton County, ID Sheriff's Office received three phone calls within one minute from a skier lost in a "meadow area with a nearby stream". The calls were placed by a cell phone with a very poor signal. Sheriff's dispatchers were able to learn that the skier was at Grand Targhee, but in an out of bounds area and became lost. The skier also advised that he had a GPS unit with him, but did not know how to use it. After the three initial calls, no more calls were received.Search and Rescue members from Teton County, Wyoming and Teton County, Idaho and Grand Targhee ski patrollers began a coordinated search effort. At approximately 10:55 p.m., ski tracks believed to be those of the missing skier were discovered by Grand Targhee ski patrollers. Ski patrollers followed the tracks for about an hour, however due to avalanche concerns, rough terrain and poor visibility it became increasingly unsafe for patrollers. As such, their search efforts were suspended.Concurrently, rescuers on snowmobiles were searching the Rick's Canyon area. They were unable to find the skier. At first light Wednesday morning the Teton County, Wyoming, Sheriff's Search and Rescue helicopter was launched to search for the missing skier. At approximately 8:37a.m. the skier was located in the South Leigh Creek area. When search and rescue members reached the missing skier at approximately 8:59 a.m., he was found to be unresponsive. From observations made at the scene, it appeared the skier had fallen into the creek and was without overnight clothing or survival supplies. The recovered skier was transported via helicopter to St. John's Hospital in Jackson. The skier, identified as 46 year old Edward Fitzgerald of Forest Hills, New York, was pronounced dead at St. John's Hospital. The Teton County Coroner's Office declared the cause of death as hypothermia.Contact: Sergeant Tom CombsTeton County Sheriffs Office180 South King StreetP.O.
Q: What are the Gun laws in Wyoming? And what are the laws on/in the National Parks and Elk Refuge? A:The gun law in Wyoming is liberal, to say the least, especially compared to some of the eastern states of our nation. You may carry a gun concealed, with a permit. Or you may carry a gun that is not concealed and open to unobstructed view by the public, without a permit. Concealed carry, WSS 6-8-104: To legally carry a gun concealed from public view you simply applied for a concealed firearms permit which is available at the Sheriff’s Office. You must also be 21 years of age, a legal resident of the United States, a resident of Wyoming for at least six (6) months, complete a background check, and provide certification of a recognized firearms course.Once issued the permit, you may carry the firearm concealed from public view in your car or on your person. There are some exceptions to the locations where you can not carry the gun concealed: schools, bars, churches, courts, and government buildings to name several.Remember, it is against the law to carry a gun concealed without a permit. It’s a misdemeanor crime and punishable by a fine and possible imprisonment in the county jail.Open carry: is just that---openly carrying the firearm---in full public view, not concealed. The typical example, strapped to your hip in a holster, outside all garments. Another common example, the firearm is displayed inside your vehicle. It is not against Wyoming law to carry a gun in open view. But please try to apply some common sense to this right before ambling down the city streets of Jackson. As you can imagine the natural anxiety and nervousness your fellow citizens might duly feel as you walk into a place of business, or share the board walk, with a gun in view. The exception to the open carry law: you may not carry a gun in this manner into any Federal building, for example: the US Post Office or Federal Courtrooms. The gun laws in our National Parks and the Elk Refuge are under Federal Code, not Wyoming State Statute. However, under the current regulation, firearms are generally prohibited in national parks. Though there is an exception, citizens may transport unloaded and dismantled or cased firearms, and carry firearms in the park while participating in approved hunting programs. Grand Teton National Park and the Elk Refuge would fall under the approved hunting program. Please remember, Yellowstone does not have any approved hunting programs. But a new law permitting concealed loaded firearms in all National Parks will probably take effect in February of 2010. As stated by the Department of Interior, “Permission to carry a firearm into a park and the actual restrictions on such possession will vary by state, since the new federal law is governed by each state's firearms laws.” In other words, both Grand Teton National Park and Yellowstone National Park will adopt and assimilate Wyoming State Statute regarding concealed carry of a firearm.

Q: I have heard rumors of increased burglaries and possibly a recent forced entry assault here in Jackson. Where is the best place to go, besides the paper, to keep apprised of this type of criminal activity in our community? A:There has been an ongoing rash of Auto Burglaries in our community. There have also been a few cases where the suspect or suspects have entered unlocked homes. The key point in all of these crimes is the homes and vehicles have been unlocked. Never leave valuables in your car, especially unlocked cars. Lock the doors and windows to your home. The suspects in these crimes are receiving easy cash rewards because people simply refuse to lock their homes and cars. The Sheriff's Office and Jackson Police are actively investigating these crimes. We need the publics help. We urge all citizens to be vigilant in their neighborhoods and report any suspicious persons or vehicles immediately.Fortunately, there have been no violent encounters in these incidents. The most obvious first line of defense in keeping you and your family safe in your home is locking your doors. The Sheriff's Office strives to keep the public informed by making press releases to the media and posting information here on our web site. There are no data links to crime statistics available from our records at this time.
